There is no “right” way to promote CPA offers with Facebook ads.
However, there are more or less effective ways to promote your offers.
I would suggest setting up lead generation, either with an actual “lead generation” campaign, or setting up a landing page and using a “conversion” campaign where you optimize for leads.
Your lead magnet is an ethical bribe you give potential customers in exchange for their email address. I would recommend having a dedicated lead magnet that is clearly related to what you ultimately want to offer.
For example, if you’re promoting an offer to a potential customer for a business loan, you could offer an e-book called “How to Fund Your Business Without Using Your Own Money” or something similar where you give a lot of value (while also creating your offer in a lead magnet) .
THEN! (This is where the real money comes in)
You connect with the prospect via email, nurture them over time with valuable content, giveaways, etc. and add offers when needed.
I tend to follow a pattern:
Value, value, offer, value, value, offer etc…
Remember, the more value you provide to your prospects, the more likely they are to listen and accept your offers!

First, Facebook doesn’t allow you to promote weight loss, crypto, dating sites, so stay away from them.
Create a landing page for the offers you are promoting as Facebook does not allow direct linking
Make sure your landing page looks good and doesn’t contain spam or Facebook won’t approve your ads. Also, make sure your loading speed is optimal, otherwise you’ll lose traffic and waste money.
Make sure your ad text isn’t misleading or promising people things that most likely won’t happen.
Make sure the images you use in your ads are not revealing (like naked women) and not misleading.
If you are going to promote CPA offers on Facebook, your ad account will most likely be disabled, so make sure you can have more than a few ad accounts that you can use.
